The EU Aid Volunteers is an initiative of the European Union. It brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities. Participants in the EU Aid Volunteers initiative must be over 18 years of age and be a citizen of an EU Member State or a long-term resident in the EU.

Assignment

Médicos del Mundo is present in Bolivia since 2001, focusing its efforts on improving the health situation of the population, in particular women, strengthening the reflection on the intercultural perspective, the gender focus and violence in the local communities, for the enjoyment of the right to health. Various actions that affect primary health care, access to health, social participation, and empowerment of women's rights, sexual and reproductive health and governance are being implemented in line with the developed country strategy. At present, work is underway in the Department of La Paz, Santa Cruz, Pando, Potosí, Chuquisaca and Cochabamba in diverse geographical and cultural contexts. Part of the actions of the institution includes support to the increase of awareness of health reality in the operational area through the generation of information. The aim is to promote the production of local research and the analysis of health information on a sustained basis, this being a strategy to improve the adaptation of health services with a view to empowering and informing the population about their health situation. Likewise, it works directly with the health services, the different levels of the Health System, the communities (base population and community authorities), and the local governments (municipalities), in the formulation of programs and policies aimed at improving health.

Bolivia is located in the central zone of South America, it has a population of 10,027,254 inhabitants (51% women, 49% men). The territory of Bolivia, politically and administratively, is divided into 9 departments, 339 municipalities as well as original indigenous peasant territories.

Médicos del Mundo Bolivia is present in six Departments of the country, currently the central office being located in the city of La Paz, which is also the point of reference for the actions carried out in this Department, but also having field offices in Patacamaya (La Paz), San Ignacio de Velasco (Santa Cruz), and Cobija (Pando). This infrastructure serves as a basis when developing the different projects in which MdM is involved and are managed by the local staff working on the projects. The field team is in direct contact with the Desk and officers covering the region of America at the MdM Headquarters, in Madrid.

Given the variety of funders with which MdM works in Bolivia, there is a direct contact with different actors of the Spanish Cooperation (Spanish Agency for International Development and Cooperation, Andalusian Agency for International Development and Cooperation) or international agencies such as the United Nations Population Fund.

Security context
The work of Médicos del Mundo Bolivia takes place within the framework of processes and procedures that make up the organisation's security policy.

Bolivia is one of the safest countries in the Latin American region and it is currently characterised by political, economic and social stability. Social mobilisation is manifested through blockades and / or public demonstrations, aspects that are examined in the risk management strategy at the country level.

In this framework, each office of Médicos del Mundo Bolivia has its own established Safety Rules. These rules are specific to each office, appropriate to the context and of strict knowledge and application by local and expatriate teams. Once a volunteer is deployed, Security Rules will be established, understanding that there will be certain restrictions related to travels and vehicles.

Tasks
General Tasks

1. Supports in the identification, preparation and drafting of proposals for submission to international and national donors. Under the supervision of the MdM country coordination and in collaboration with the various project coordinators, the volunteer supports the preparation of complete proposals (preparation of the final package for each proposal: descriptive budget and annexes) to be submitted to donors. If necessary, s/he shall prepare and support detailed identification missions of interventions in the target areas of the mission in Bolivia. If necessary, s/he will assist with the review, analysis and learning from the various assessments and identification of needs on the ground.
2. Supports the Coordination team in the reporting (internal and external) of ongoing projects, this way ensuring the acquirement of knowledge and the implementation of internal and external guidelines in order to comply with quality standards and deadlines.
S/he will ensure the review and presentation of the reports and supporting documents necessary for each report (intermediate, final, etc.).
S/he will support teams in processing and preparing responses to donor requests, as well as in various requests for information or other demands that may arise.
The volunteer will verify and ensure the reliability and consistency of the data produced by the teams and will facilitate the regular updating of the information to the country coordination.
3. Ensures that the information and recommendations provided by previous programmes, donors, evaluation reports and internal or external audits are taken into account and integrated.
4. Capacity building of the MdM national team and its partners. The Volunteer will identify the need for training in project evaluation, project management, gender perspective, needs analysis, etc., and training organisation.
5. Other Functions: You may be asked to perform other tasks at the request of the Country Coordination and in the interest of the organization.

The candidates will attend a mandatory online and on-site training provided by the EU before her/his deployment.
The on-site training will have a mandatory section for all the candidates as well as some optional modules, to be provided according to the competences of each candidate EU Aid Volunteer and the needs of the hosting organisation.

Please note that all costs incurred in relation to the EU on-site training (EU travel, full-board accommodation, and the course itself) will be fully covered by the training provider.

N.B. Conditions related to in-presence training:

If a candidate volunteer is working outside of the EU, travel costs will be fully covered for:
• EU citizens who legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.
The learning outcomes achieved by each EU Aid Volunteer will be continuously assessed based on the Learning and Development Plan prepared during the deployment.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

- Training in Social Sciences, Health and/or Politics;
- Knowledge of donor funding instruments and guidelines and the project cycle management;
- Additional experience or training in strategy definition, project formulation, implementation, monitoring, evaluation and capitalization;
- Gender, human rights. Very valuable training in Public Health;
- Experience in the field of international cooperation;
- Contextual knowledge (Bolivia) will be valued.

Condition of service

• Know closely the development of projects executed by Médicos del Mundo in Bolivia, by being part of the team.
• Support the monitoring and follow-up of current projects of the institution.
• Know the different regions of a pluricultural country, where work is delivered under the intercultural approach.
• Develop practical intercultural skills.
• Know in practice the participatory health management processes that take place in the country, within the framework of social mobilisation.

The volunteer will reside in the city of La Paz (Department of La Paz).

A monthly Subsistence Lump Sum of 328,85 Euros per month (whilst in Bolivia), which intends to cover basic needs and local transport, will be paid to the EU Aid Volunteer.
In addition, for each month of deployment 100 Euros of post-deployment resettlement allowance is foreseen.
For each month of voluntary activity two days of rest are foreseen, in addition to public holidays.
Furthermore, s/he will also be provided with accommodation; return flights; visa and vaccination costs; health insurance; and basic equipment, including laptops and phones for work, for the duration of the deployment. Transportation, accommodation and per diems will be provided for all work-related travel.
S/he will be issued with an international contract and will be expected to work 40 hours a week, Monday – Friday.

The volunteer will regularly receive information, guidance, support, and wherever appropriate, means (materials and transportation) necessary for performing the functions assigned to them.

Selection process

Shortlisting and interviews are expected to take place via Skype.

Important notice: additional candidates may be shortlisted for a single position and proposed for the EU Aid Volunteers training. This is to ensure that for each position, substitute volunteers may be chosen to replace a candidate in case he or she resigns or is no longer available. Where more than one candidate has been shortlisted for a single position, final selection will take place following the training.
