The EU Aid Volunteer will be based in Nouakchott and will be under the direct supervision of the Country Coordinator. He/She will be in charge of strengthening the skills of the national MdM coordination team, more specifically the Finance Manager and the Country Logistics Manager. Thus, she / he will be able to support MdM's civil society organizations as well, in relation to the ongoing projects that we have in partnership. In 1993, Médicos del Mundo Spain began to develop programs and projects for Maternal and Child Health (SMI) in Mauritania, evolving since 2000 to programs and projects on Sexual and Reproductive Health (SRH), a field in which and a long experience in different continents and countries. Throughout these years of presence in the country, Médicos del Mundo has carried out more than thirty interventions of both development and humanitarian action. In the field of development, interventions have focused on the strengthening of Primary Health Care (PHC) in different settings and places: the strengthening and decentralization of tuberculosis services at the national level (Nouakchott with the creation of Assaba, Hodh El Garbi, Hodh El Chargui, Nouadibou) and improving access to primary health care for the population in Nouakchott, Nouadibou and the Trarza region. In the field of humanitarian action, the organization has responded to health emergencies of various kinds: cholera (Nouakchott), floods (Hodh El garbi / Tintan), expulsions of immigrants (Nouadibou) and the response to the successive nutritional crises that the country is experiencing since 2012, among others. Likewise, it maintains contingency plans in its areas of action to be able to act in case of need. Operationally as the most recent background and as actual projects, it is worth mentioning: - The reinforcement of sexual and reproductive health services in Nouakchott and Guidimakha through the creation of the first two units of care and treatment of victims of sexual violence in the country in the intervention areas already mentioned and the holistic work on the violence based on gender, specifically child marriages, female genital mutilation, conjugal and sexual violence. -The care and treatment of children under 5 years of age in situations of severe acute malnutrition and prevention at the community level. -The strengthening of health structures and health personnel through training supervisions with a vision of universal health coverage and gender equity. Currently, and with a focus on equity and human rights, MdM develops its activities of institutional strengthening of the health system focused mainly on primary health care in the field of nutrition, sexual and reproductive health and protection of children in situations of vulnerability in the Guidimakha region and in the city of Nouakchott, where several projects are implemented with the aim of strengthening access to social services for women, adolescents and children. Likewise since 2016, MdM works directly in the field of gender-based violence, more specifically in sexual violence and in female genital mutilation, ensuring the right to access integrated and quality basic services (doctors- psychological-legal) in collaboration with the Ministry of Health, civil society organizations, WHO and the United Nations system.

Médicos del Mundo works in Mauritania in two geography areas: Nouakchott and Guidimakha. Each of the field offices counts with a house of passage and the offices of work for all the teams in the town centers. We have 5 cars pick up.
In terms of human resources, the MdM mission team in Mauritania is composed of thirty-two (32) people between Guidimakha and Nouakchott, the capital (a finance, accounting manager, a country logistics manager and a head of administration-log at level of Guidimakha base). Coordination with headquarters in Madrid is done on a regular basis to ensure proper planning, implementation and monitoring of activities.

With regards to technical and financial partners in the field, Médicos del Mundo works in close collaboration with the Directorate of the Social Register of the country, the Ministry of the Interior, the Ministry of Health and the Ministry of Women, the Family and the Ministry of Health. childhood (MASEF) at the central level. Regarding the decentralized level we work in collaboration with regional health, Islamic affairs and MASEF of Nouakchott North, East, West and Guidimakha. We collaborate with schools of public health and high schools and public schools. Médicos del Mundo participates at the national level in all consultation frameworks concerning health, GBV, human rights and Nutrition in general and discusses with international technical and financial partners such as WHO, UNICEF, IOM, UNFPA, human rights office of the United Nation System, the European Union, the French Embassy, AECID / OTC and international NGOs. As national partners, we work with 4 civil society organizations: SOS PE, AMSME, AFCF and Action.

In relation to the security, Médicos del Mundo is part of the national security meetings with the rest of international partners to assess the state of security. Currently the security situation in the country is stable. The first risk is the traffic accident. For this, the organization counts with a plan of response and adapted risk, which is followed and respected by all the national team and expatriate. Médicos del Mundo in its policy of neutrality, works more on the acceptance and the protection of the personnel and the assets of the organization and to do so, it has put in place security management tools which are always validated by the headquarters in Madrid. The security rules will be shared with all volunteers for an acquaintance prior to their deployment in the field. Assistance is also available from headquarters, including a security officer, a gender advisor, and a psychological intervention protocol for emergencies.

In terms of health, vaccination against yellow fever is mandatory, even if it does not ask us to enter the country. It is to be done in an approved center. Anti-malarial treatment is to be expected, as well as vaccines for food hygiene (typhoid fever and hepatitis A.). MdM has a list of health structures, specialists and reference laboratory when needed. Namely that the volunteer will have international health insurance in case of major need and medical expatriation, as well as evacuation protocols.


- To strengthen the skills of the support team and all the staff of MdM and Ministry of health, local partners, civil society organisations.
- To support Coordination team in Nouakchott, in Finances Administration and Management (budget, accounting, reporting, donor liaison, local audit, audit and administrative procedures, etc.) in accordance with MdM policies and procedures.
- To support the planning and supervision of the implementation of the HR policy in the mission.
- To strengthen the skills of national partners on budget monitoring;
- To support the implementation of the logistics strategies and field support.
- To support the organization of the logistic service of the mission with the Country Coordinator and follow up through a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) of the Civil Society Organisations, concerning the financial, HR and Logistic follow-up.


Required competences

- Fluent French (spoken and written) and practice of Arabic and / or one of the national languages would be a great asset (Hassania, Poulaar, Wolof, Soninké).
Professional profile:
- BAC + 5 in Economics and / or BAC + 3 in Administration / Accounting / Logistics and / or Master in Development Cooperation or similar
- 3 years of experience in management of administration and / or finance and / or logistics of private and / or public organizations
- Knowledge of administrative and / or logistical work tools. An add value will be known the work tools of the organization

The volunteer must be available for his/her assignment from August until November 2019.
This aspect, along with being proficient in French, are non-negotiable and exception criteria.
Not all these competences are exception criteria as long as the candidate can show expertise in performing the tasks which the job position involves. His/her motivation will be similarly taken into account. Therefore, a motivation letter should be submitted explaining what drives the candidate to be a volunteer with us.

Condition of service

The volunteer experience at Médicos del Mundo Mauritanie will allow the person who joins our team to strengthen their knowledge and skills, both professionally and personally. He / she will have the opportunity to know or deepen their knowledge of the situation of nutrition and sexual and reproductive health in Mauritanie through the projects we implement in the field. He / she will also be able to apprehend the different approaches of development and emergency response put in place by our team. The volunteer will work in a multidisciplinary and multicultural team, and will be able to benefit from this diversity while being assured of having a solid technical support from the team in Mauritanie and at headquarters in Madrid. In this environment, he / she will be able to develop teamwork and interpersonal communication skills that are indispensable in any professional environment.

- Length of Deployment: 3 months (August 2019 – November 2019).
- A monthly Subsistence Lump Sum (401,26 Euros per month) in the local currency (MRU), that intends to cover basic needs and local transport. The best restaurants will be identified to allow volunteers to have a varied diet and to eat in good hygienic conditions. In general, it is easy to eat in the capital.
- In addition, for each month of deployment 100 Euros of post-deployment resettlement allowance is foreseen.
- Accommodation, Visa fees, insurance and airfares will be covered.
- The working calendar will be corresponding to the agenda and system established in the field. The working hours are 8 hours/day, from Monday to Tuesday: 8h – 17h with 1h as lunch break, and Friday from 8h-12h.
- For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.
His(her work will be developed in the headquarters of MdM Mauritania in the capital-Nouakchott. Field visits may be organized to give the volunteer a full picture of MdM's actions in the Mauritanian territory. These tours arrange with MdM vehicles, and with a member of the technical team and / or coordination. She will be renting in the transit house of the organization.
In Nouakchott the rent will be paid for the duration of his/her volunteer work. A heating will be 24h / 24h for emergencies and any movement necessary to ensure the well-being of the volunteer.
Nouakchott is a quiet, traffic-free town and has several beaches for relaxing weekend. The general atmosphere in Nouakchott is good. However, it is recommended to be careful when traveling, especially at night, and to avoid certain places outside the city center.

Selection process

Shortlisting and interviews are expected to take place on a rolling basis with the Deployment commencing in August 2019.

Skype interviews will be held with shortlisted candidates.
The successful candidates will attend a mandatory online and on-site training provided by the EU before her/his deployment.
The on-site training will have a mandatory section for all the candidates as well as some optional modules, to be provided according to the competences of each candidate EU Aid Volunteer and the needs of the Hosting organisation.
Please note that all costs incurred in relation to the EU on-site training (EU travel, full-board accommodation, and the course itself) will be fully covered.
This mandatory training will take place in summer 2019.
Important notice: additional candidates may be shortlisted for a single position and proposed for the EU Aid Volunteers training. This is to ensure that for each position, substitute volunteers may be chosen to replace a candidate in case he or she resigns or is no longer available. Where more than one candidate has been shortlisted for a single position, final selection will take place following the training.
