Médecins du Monde Belgium is present in Niger for two principles projects with the following objectives :
• Reinforce the access to the services of sexual and reproductive healthcare in the district of Agadez, for the local population.
• Following the access to the medical and psychological care for migrant residents of transit migrants.
• Contribute to the reduction of the vulnerability of the populations with health risks because of disasters in Niger.

Niger or the Niger is a landlocked country in West Africa. Niger is bordered by Libya to the northeast, Chad to the east, Nigeria to the south, Benin to the southwest, Burkina Faso and Mali to the west, and Algeria to the northwest. Niger has more than 17 millions of habitants and is divided in 8 regions: Agadez, Diffa, Dosso, Maradi, Niamey, Tahoua, Tillabéry and Zinder.

Since long time Subsaharian Africa has many challenges on health side, and more specific with the most vulnerable persons, because they live in regions where the health risks are more exposed.

Strengthen the capacities of the Support Services team

- Support the financial staff (90%) and punctually the administrative staff (10%)
- Contribute to the internal control procedures
- Help managers formulate positions and/or make decisions on the basis of concrete and specific arguments.

Budgetary Follow-up

- Development of budgets for donors
- Prepare donor coverage for mission projects
- Monthly updates of donor follow-ups with the program and finance team
- Allow the project manager to know the state of consumption of their budget
- Update of budget follow-ups
- Verification of expenditure forecasts
- Verification of the good recovery of balance sheets to the headquarters

Development of Administrative and Financial Tools

- Development and / or improvement of the admin / financial tools in order to facilitate the implementation of these tools within the entire staff and coordination
- Elaboration and/or update of an administrative and financial procedures manual
- Elaboration of Action Plans based on the findings identified on the mission

An apprenticeship between 2 and 4 months within the Sending Organisation (MdM Belgium in Brussels) is foreseen. This would enable the volunteer to learn more about the financial policies and procedures within MdM Belgium.

Required competences

- Perfect knowledge of French, English is an asset.

- Knowledge of basic administrative and financial policies and procedures

- Accounting (SAGA program knowledge is an asset)

- Project cycle management

- Knowledge of audit or internal control

- Knowledge of at least one funder (several is an asset)

- Analysis capabilities to propose innovative strategies or approaches

- Capabilities of analysis, synthesis and rigor

- Ability to work in organization and to prioritise management, with strong professional pressure

- Dynamic, initiative, autonomous, respect for rules

- Courtesy, openness and flexibility, essential humor 

- Computer skills (qualifications or certifications in some of the following applications are recommended): Standard tools OS: Windows .MS Office, MS Projects ; Data collection tools: Google Forms ; Analysis of data and statistics: MS Excel. SPSS ; Database servers: R, MySQL, MS Access

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

The volunteer must be available for his/her assignment. This aspect, along with being proficient in French, are non-negotiable and exception criteria.

Not all these competences are exception criteria as long as the candidate can show expertise in performing the tasks which the job position involves. His/her motivation will be similarly taken into account. Therefore, a motivation letter should be submitted explaining what drives the candidate to be a volunteer with us.

The EU Aid Volunteer will be based in Niamey.
- A monthly Subsistence Lump Sum (between 300 and 500 Euros per month) in the local currency, that intends to cover basic needs and local transport.
- An allowance is also foreseen during the apprenticeship.
- In addition, for each month of deployment 100 Euros of post-deployment resettlement allowance is foreseen.
- Accommodation, Visa fees, insurance and airfares will be covered.
- The working calendar will be corresponding to the agenda and system established in the field.
An office will be placed at the disposal of the volunteer on the premises of MdM in Niamey.
- For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.
The accommodation of volunteers will be provided by MdM, as well as the management of the security of the buildings (guards). All housing costs (electricity bills, water ...) will be provided by MdM. MdM make every effort to put the volunteers in good housing conditions.

Skype interviews will be held with shortlisted candidates.
The successful candidates will attend a mandatory online and on-site training provided by the EU before her/his deployment.
The on-site training will have a mandatory section for all the candidates as well as some optional modules, to be provided according to the competences of each candidate EU Aid Volunteer and the needs of the Hosting organisation.
Please note that all costs incurred in relation to the EU on-site training (EU travel, full-board accommodation, and the course itself) will be fully covered.
This mandatory training will take place in March-April 2019.
Important notice: additional candidates may be shortlisted for a single position and proposed for the EU Aid Volunteers training. This is to ensure that for each position, substitute volunteers may be chosen to replace a candidate in case he or she resigns or is no longer available. Where more than one candidate has been shortlisted for a single position, final selection will take place following the training.
