The EU Regulation of the European Parliament and the Council establishing the European Voluntary Humanitarian Aid Corps – EU Aid Volunteers and related legislation create a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries. Therefore, the EU Aid Volunteers Initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs-based humanitarian aid in third countries and engage in volunteering opportunities, through deployment and online-volunteering. The initiative focuses on strengthening the European Union's capacity to deliver needs-based humanitarian aid by providing professional support through the deployment of trained volunteers to people in need. Furthermore, it aims to strengthen the capacity and resilience of vulnerable communities in third countries, through the implementation of joint projects between experienced humanitarian operators and local organizations in third countries. The EU Aid Volunteers Initiative offers:

  • Opportunities for European citizens to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who most need it;
  • Professional support by trained and well-prepared volunteers to communities affected by disaster;
  • Capacity building for local staff and volunteers of organizations in countries hit by disasters;
  • Technical assistance for organizations based in Europe to strengthen their capacity to participate in the EU Aid Volunteers initiative.

Tunisia’s Human Development Index value for 2016 is 0.721 positioning it at 96 out of 188 countries and territories.
Tunisia is located at the crossroads of Europe, the Middle East and Sub-Saharan Africa. This position lead to numerous waves of migrations and a big influence of neighboring countries, (namely Libya and Algeria). Despite the economic crisis, Tunisia was the only country of the Arab Spring that established a peaceful transition of power.
The main challenges of the country are:

• Reducing inequalities and improving access to basic social services: in connection with the economic crisis and unemployment, a growing number of vulnerable groups (especially younger people and women) is likely to fall into poverty with imitated access to basic social services.

• The response to the humanitarian crisis caused by the Libyan conflict: Tunisia has seen an increasing inflow of migrants of sub-Saharan origin transiting through or settling in the country. Between 2004 and 2014 non-Tunisian nationals residing in Tunisia increased by 66%. This percentage does not include the more than 10,000 sub-Saharan migrants in an irregular situation estimated to be living in the country. In 2017, however, the number of sub-Saharan nationals who were apprehended off the Tunisian coast in an attempt to reach Europe by boat rose from 71 to 271 cases, a three-fold increase compared to the year before. In the first months of 2018 Tunisia has become a destination and transit country for sub-Saharan migrants in the North African region.

• Preparedness and management of natural disasters capacity. Tunisia is vulnerable to climate variability and change in numerous ways. Stressors such as rising temperatures and varied precipitation levels coupled with potential increased frequency of extreme events, such as floods and droughts, could threaten agriculture, economic development, and availability of water resources throughout the country. Tunisia’s susceptibility to climate variability and change is also tied to its reliance on agriculture and tourism. Without adaptation measures, and under a high emissions scenario, 78,700 Tunisians would be affected annually between 2070 and 2100 by sea level rise and flooding. Sea level rise also threatens the water scarce low-lying islands off Tunisia’s coast, where climate change will likely exacerbate existing water security challenges and may also result in coastal erosion and increased evapotranspiration due to rising temperatures.

WEWORLD-GVC Tunisia is active since 2011 both in humanitarian and development actions responding to the refugees and migration crises and supporting local communities in rural areas. Young people and women are the main target of the WEWORLD-GVC Tunisia ongoing projects improving their resilience capacity and their participation in economic, social and political life.
The EU Aid Volunteer will be hosted by WEWORLD-GVC Tunisia, responsible of coordination and implementation of activities at national level. The EU Aid Volunteer will also work in direct coordination with local implementing partners aiming to building local community resilience.

Tasks
Finance and accounts support to the PM/Country Finance Manager

• Support the Country FM, in coordination with the local accountant and the relevant support staff, in the maintenance of documents relating to the project activities, reporting and organization’s archive;
• Support the PM in the accounting of the project in relation to: forecast budget and follow-up, accounting management, partner’s expenditures control, budget modification, monthly cash-flow;
• Support the PM of Libya’s remotely managed projects in the follow-up of activities and financial control;

Archive and documents

• Organize and implement the monthly programming work with the coordinator;
• Support the day-to-day logistic of the office, depending on the task assigned by the Country FM;
• Participate and support all the other activities required for the proper development of the WE WORLD-GVC mission to Tunisia;
• Participate to the team coordination meetings;

Communication and Awareness on EU Aid Volunteers Initiative

The EU Aid Volunteer shall:
• Promote local volunteerism in disaster risk reduction, prevention and response;
• Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promote partnerships and collaboration between local and European organizations;
• Draft and publish articles describing volunteer's experience in the field;
• Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
• In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe;

Other

Task description The EU Aid Volunteer shall perform other administrative, financial, logistic and HR duties, as required by the line manager.

No apprenticeship is foreseen for this position.

Required competences

Studies

  • Studies in Economics, Business Administration, or Accountancy;
  • Desirable humanitarian/development project cycle management knowledge;

Languages

  • Fluent in French, both written and verbal;
  • Good knowledge of English;
  • Knowledge Arabic is an asset;

Skills

  • Excellent knowledge of Excel, and good general knowledge of the full Office suite;
  • Team working attitude;
  • Communication skills, intercultural awareness and respectful attitude towards other customs and traditions;
  • Good interpersonal skills;
  • Ability to work under pressure and on short deadlines;
  • Good ability to adapt to the situation of instability and stress management;
  • Writing skills, especially reports drafting;
  • Mental and physical resilience and readiness to live and work in developing countries;

Experiences

  • Desirable previous experience in developing countries;
  • Minimum 1 year of working experience in relevant fields;
  • Prior volunteer experience is an asset.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence starting from June 2019;
• Pre-deployment induction in WE WORLD-GVC HQ, in Bologna, starting from August/September 2019;
• Deployment starting from September 2019.

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.

The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Hosting Organization:
• The Hosting Organization for the present deployment is WE WORLD-GVC Tunisia;
Length of Deployment:
• 8 months;
Deployment duty station:
• Tunis, Tunisia.
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (235,52 Euro per month) intends to cover basic needs and local transport.
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen.
• Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
• The working calendar will be corresponding to the agenda and system established in the field.
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.
Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months;
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months;
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.

• Shortlisting and interviews of the candidates: from 12/04/2019 to 15/05/2019.

In case of changes of the dates, the candidates will be notified.

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 30/05/2019. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• PLEASE NOTE THAT MORE THAN ONE CANDIDATE PER POSITION WILL ATTEND THE TRAINING;
• THE FINAL DECISION ABOUT THE CANDIDATE TO BE DEPLOYED WILL BE TAKEN JUST BY SENDING AND HOSTING ORGANIZATION AFTER THE TRAINING

Post-deployment activities
After the end of the deployment, the EU Aid Volunteer will have a final debriefing and will take part to the final activities of the project, that will be communicated during the pre-deployment induction.
