The office of and HRC Postup is located in the administrative center of Luhansk region, Severodonetsk. A wide range of services for the target groups is provided both in the regional center and in Government-controlled settlements of the region: Charitable Foundation Vostok-SOS

Severodonetsk office serves as a logistics center for the monitoring and humanitarian missions.
The team works in the format of mobile interdisciplinary groups (lawyers, psychologists, social workers, documenters) with all front-line and distant settlements in Luhansk region and the northern part of Donetsk region.
For educational activities Postup cooperates with: schools, higher education institutions, kindergartens, children’s afterschool centers, local volunteers, UNICEF, Educational Human Rights House Chernihiv, local and regional governments.
In the Severodonetsk office, studios and clubs for children and teenagers work on a regular basis: “Let`s play” - board games, “Fascinating college”, Studio "MUV" - the creation of cartoons. The first RoboClub in Luhansk region started the activities. Speaking English language club for children and adults and other events.
For a year now, the team has been working on a project to create a hub — coworking and conference space, which will become a convenient and free platform where local civic activists, national and international public organizations and analytical centers will be able to conduct educational and awareness building events. The location for the future hub has already been acquired and half of the improvement works has been completed.
The Severodonetsk office of Vostok-SOS and Postup has already become one of the key organizations of the civil sector, whose activities have a significant positive impact on the situation in Luhansk region - this is noted by both opinion leaders and representatives of public authorities. Continuing work and developing the activities of the team is important for overcoming the post-conflict crisis and further development of the region, will contribute to the sustainable development of civil society in Luhansk region and the further formation of a democratic culture. Ukraine is a state in Eastern Europe. The population of Ukraine is 42 million people, not including the areas of the country that are de facto not under control of the Ukrainian authorities.
Ukraine has the largest territory among the states entirely located on the European continent. The capital of Ukraine is Kyiv. Official language is Ukrainian; Russian is widely spoken. The climate of the whole territory of Ukraine is temperate continental. Traffic is right-hand drive in Ukraine. Access to all roads in Ukraine is free of charge.
Ukraine is low-risk area for international volunteers, without the risk for major natural disasters or conflict, except the eastern region where an ongoing armed conflict is ongoing and the territory of Crimea annexed by the Russian Federation. All the risks mentioned below are moderate and in most cases will not influence the volunteer deployment.
Luhansk region is located in eastern Ukraine. The armed conflict in Donbas caused the administrative center of the oblast to be relocated to Severodonetsk in 2014, as well as most of universities and some enterprises have moved to government-controlled area. Luhansk region is divided by the river Siverskyi Donets to two approximately equal in area parts. The southern part (mostly not under control of the Ukrainian authorities) is more industrialized. The northern part is predominantly agricultural.
Automobile transport is the most spread in the region despite bad quality of roads. Railway connection is less developed – only one main passenger service Kharkiv – Lysychansk, a few other directions have commuter trains.
HRC Postup is very strict with the security of its members (employees and volunteers). We have developed several tools (security management plan, safety policy, evacuation plan) that are shared with all members to be followed. The city where the volunteers are deployed is Severodonetsk located on the peaceful territory in 30 km from the line of demarcation. Since 2014 the city has had no any military accidents or shelling. In any case the situation would change in the front line, HRC Postup will not take any risk for its members including volunteers and will accompany them in another safety place (to Kyiv or back to the country of Origin if requested).
The volunteer will get acquainted with updating local security and operational context during follow up meetings, reviews and everyday communication with colleagues. Every volunteer becomes a part of the team, taking part in all activities on the ground.
