The EU Regulation of the European Parliament and the Council establishing the European Voluntary Humanitarian Aid Corps – EU Aid Volunteers and related legislation create a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries.

Therefore, the EU Aid Volunteers Initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs-based humanitarian aid in third countries and engage in volunteering opportunities, through deployment and online-volunteering.

The initiative focuses on strengthening the European Union's capacity to deliver needs-based humanitarian aid by providing professional support through the deployment of trained volunteers to people in need. Furthermore, it aims to strengthen the capacity and resilience of vulnerable communities in third countries, through the implementation of joint projects between experienced humanitarian operators and local organizations in third countries.

The EU Aid Volunteers Initiative offers:

  • Opportunities for European citizens to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who most need it;
  • Professional support by trained and well-prepared volunteers to communities affected by disaster;
  • Capacity building for local staff and volunteers of organizations in countries hit by disasters;
  • Technical assistance for organizations based in Europe to strengthen their capacity to participate in the EU Aid Volunteers initiative.

Humanitarian Context
Guatemalan Western Highlands are mainly inhabited by indigenous and rural population, and the area is negatively characterized by the highest poverty, exclusion and social inequality rates. Due to their geographical location, the Municipalities of San Miguel Acatán y Malacatancito in the Department of Huehuetenango are affected by several problems, needs and hazards. At the moment WEWORLD-GVC is working in this area providing humanitarian assistance with an ECHO project.

These municipalities lie on the geographic strip that crosses the Dry Corridor, an area that has been chronically affected by drought and prolonged heat waves. In addition, this region is highly earthquake-prone. At the same time, landslides, frost, forest fires and storms frequently hit this area. In November 2012, an earthquake shook severely this region, and approximately 60% of the houses presented slight to moderate damages and 30% severe damages. Also the recent storms Stan, Agatha and DT 12E caused the massive loss of crops and damages to houses, affecting a high number of families. Rock-slides and landfalls especially affect the communities of San Miguel Acatán, due to their topographical features and their steep slopes.

Because of the negative relation between natural hazards and subsistence agriculture, the level of economic vulnerability is extremely high, rural communities are facing food and nutrition insecurity because of the loss of crops due to irregular cumulative rains during the last four years and the impact of the 2014-2016 drought. Vulnerable families have less than two months of food reserves and suffer the lack of job opportunities and the declining wages from other complementary activities (harvesting coffee or cutting sugar cane).

According to the interviews realized in the base line, only 19% of the families depend on self-consumption and on their own crops, and most of them cannot generate income out of their small parcels so in many cases they are obliged to implement survival strategies to guarantee food consumption for their households. People interviewed declared they do not practice any kind of mitigation measures, such as soil conservation, nor did they receive technical training on livelihood protection.

Security conditions

Guatemala is a relatively insecure country characterized by the presence of crimes linked to acts of common violence, the presence of networks of drug trafficking and youth gangs.

The EU Aid Volunteer will be hosted by WEWORLD-GVC Guatemala, responsible of coordination and implementation of activities at national level. The EU Aid Volunteer will also work in direct coordination with local and international partners members of the Humanitarian Consortium aiming to building local community resilience to disasters.

Tasks
Technical tasks

• Contributing to the creation of materials to be published on the website and on the social media;
• Planning the production of web contents;
• Manage communication on social networks;
• Treating direct communication with donors and funders of the organization;
• Manage the preparation and publication of the monthly newsletter;
• Promote awareness campaigns and mobilization of funds;
• Manage and enrich the photo and video archive of WEWORLD-GVC Guatemala;
• Writing of articles and press release.

Coordination tasks

• Participate in the meetings staff and with the Headquarter;

Communication and Awareness on EU Aid Volunteers Initiative

The EU Aid Volunteer shall:
• Promote local volunteerism in disaster risk reduction, prevention and response;
• Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promote partnerships and collaboration between local and European organizations;
• Draft and publish articles describing volunteer's experience in the field;
• Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
• In coordination with the NGOs partner of the project, organize and carry out a public awareness activity once back in Europe.

Other

The EU Aid Volunteer shall perform other duties, as required.

No apprenticeship is foreseen for this position.

Required competences

Studies

  • Degree in communication, political science and related studies;

Languages

  • Fluent in Spanish both written and spoken;

  • Professional experience in similar activities (communications office, digital marketing, publishing activities) of at least 3 year;

Prior volunteer experience is an asset.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence in June 2019;
• Pre-deployment induction in WEWORLD-GVC HQ, in Bologna, starting from August 2019;
• Deployment starting from September 2019.

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Hosting Organization:
• The Hosting Organization for the present deployment is WEWORLD-GVC Guatemala;
Length of Deployment:
• 12 months;
Deployment duty station:
• Huehuetenango, Guatemala, with missions in the field;
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (398,35 Euro per month) intends to cover basic needs and local transport;
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen;
• Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization;
• The working calendar will be corresponding to the agenda and system established in the field;
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment;
Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months;
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months;
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 12/03/2019 to 12/04/2019;
• Shortlisting and interviews of the candidates: from 12/04/2019 to 15/05/2019.

In case of changes of the dates, the candidates will be notified.

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 30/05/2019. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• PLEASE NOTE THAT MORE THAN ONE CANDIDATE PER POSITION WILL ATTEND THE TRAINING;
• THE FINAL DECISION ABOUT THE CANDIDATE TO BE DEPLOYED WILL BE TAKEN JUST BY SENDING AND HOSTING ORGANIZATION AFTER THE TRAINING

Timetable
Date of training
Training will take place in June 2019. Training sessions will be in English or Spanish.
Apprenticeship Placement
No apprenticeship is foreseen for this position.
Pre-deployment preparation and induction
The pre-deployment induction is a compulsory activity for all the Initiative. It is foreseen at HQ in Bologna before departure, indicatively in August 2019. 2 Days of specific in-country induction are foreseen in Guatemala at her/his arrival.

Post-deployment activities
After the end of the deployment, the EU Aid Volunteer will have a final debriefing and will take part to the final activities of the project, that will be communicated during the pre-deployment induction.
