The EU Regulation of the European Parliament and the Council establishing the European Voluntary Humanitarian Aid Corps – EU Aid Volunteers and related legislation create a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries. Therefore, the EU Aid Volunteers Initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs-based humanitarian aid in third countries and engage in volunteering opportunities, through deployment and online-volunteering. The initiative focuses on strengthening the European Union's capacity to deliver needs-based humanitarian aid by providing professional support through the deployment of trained volunteers to people in need. Furthermore, it aims to strengthen the capacity and resilience of vulnerable communities in third countries, through the implementation of joint projects between experienced humanitarian operators and local organizations in third countries.

The EU Aid Volunteers Initiative offers:

• Opportunities for European citizens to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who most need it;

• Professional support by trained and well-prepared volunteers to communities affected by disaster;

• Capacity building for local staff and volunteers of organizations in countries hit by disasters;

• Technical assistance for organizations based in Europe to strengthen their capacity to participate in the EU Aid Volunteers initiative.

GVC (Italy), Alianza por la Solidaridad (Spain), Acción contra el Hambre (Spain), Action Aid Hellas (Greece) and FOCSIV (Italy) are international non-governmental organizations that have joined their expertise in management of humanitarian action worldwide and now implement the “EU Aid Volunteers acting for LRRD” project. The objective is to add value to the Commission’s European Civil Protection and Humanitarian Aid Operations Department and other Humanitarian Operations (ECHO) with the support of 47 trained EU Aid Volunteers working within 19 hosting organizations in 19 Countries. 3 senior (more than 5 years of professional experience) and 44 junior (less than 5 years of professional experience) EU Aid Volunteers will be deployed in 19 countries (Bangladesh, Bolivia, Burkina Faso, Burundi, Cambodia, Colombia, Georgia, Guatemala, Haiti, Lebanon, Mauritania, Mozambique, Nepal, Nicaragua, Niger, Palestine, Senegal, Thailand, Tunisia).

The project aims also at building the capacities of local organizations in hosting volunteers, preventing emergencies and being prepared in case of disaster. Moreover, Europeans and Nationals will work together to strengthen the resilience capacity of vulnerable communities in least developed and fragile countries.

Humanitarian Context:

West Africa is the poorest region in the world. Out of the twenty least developed countries of the Human Development Index (HDI), ten are in West Africa. Some 353 million people living in the region are confronted to large-scale extreme poverty, uncontrolled demographic growth, rising insecurity, conflict and resulting displacement, fragility, the impact of climate change, epidemics and, subsequently, clearly growing humanitarian needs. There is a sustained level of extreme vulnerability, without a real prospect of improvement in the short or medium-term. Overall, approximately 16.4 million people are in immediate need of humanitarian assistance.

Burkina Faso ranks 185/188 on the HDI (Human Development Report 2016 – UNDP). The overall INFORM Risk Index in 2017 is 5.5/10 (Hazard and exposure 4.4/10; Vulnerability is 6.1/10; Lack of Coping Capacity 6.2). The INFORM Crisis Index for Burkina Faso is decreasing to 1/3 in 2017, resulting from a Conflict Intensity score of 0/3, an Uprooted People index of 0/3 and a People Affected by Natural Disasters index of 1/3 (http://www.inform-index.org/Countries/Country-profiles).
Burkina Faso has a total population of 18.1 million people, with half of the Burkinabe population living in extreme poverty with little access to health and basic services. Structural food insecurity is exacerbated by high food prices and the recurrent indebtedness of vulnerable families (https://www.wfp.org/operations/200163-burkina-faso-country-programme-201...).
During the lean season, 1.7 million people are estimated to be under stress and 257 000 in a situation of food crisis.

Security conditions:

GVC Italy has drafted the guidelines on security measures along with the security and evacuation plan and the local operational manual for all local offices, in accordance with the local political situation. The local operational manual for Burkina Faso is continuously updated by GVC Burkina Faso staff, taking into account the specific risks in order to develop appropriate plan and procedures for safety, health and evacuation for the staff and for the EU Aid Volunteers.

With regard to the political and social context, Burkina Faso has faced increased security risks in the regions bordering with Mali and Niger and some attacks also took place in the capital (January 2016, August 2017, March 2018). While living in the capital does not represent a security risk, the humanitarian situation in the Sahel, North and East regions has been degrading: there has been an increase in the use of violence with increase of violence, with consequent closing of some schools and health centers, and a sharp increase in the number of internal displaced people (estimated to 40,000 people in Nov 2018).

Due to this situation, GVC Burkina Faso has forbidden all deployment to the northern regions and missions outside the capital are subject to approval of the Country Representative. The situation is continuously monitored and GVC Burkina Faso is member of several security network to stay constantly updated on the development of the security situation in the country and in the deployment area. The coordination office of GVC Burkina Faso is located in the capital Ouagadougou and the living conditions of the staff are good and appropriate, this is monitored constantly by the Country Representative.

The country is at risk of yellow fever and meningitis, vaccination is mandatory for yellow fever and highly suggested for meningitis, before traveling to Burkina Faso. There is no other specific risk with regard to health; prevention measures for malaria and other diseases (e.g. rabies) are recommended (basic prevention measures, analyzed during information sessions with the staff and the EU Aid Volunteers before their arrival in the country).

Tasks
Technical tasks

• Contributing to the creation of materials to be published on the website and on the social media;
• Planning the production of web and social media contents;
• Support the Country Representative in fundraising initiatives;
• Manage communication on social networks;
• Manage the preparation of the monthly newsletter;
• Promote awareness campaigns and mobilization of funds;
• Manage and enrich the photo and video archive of GVC Burkina Faso;
• Writing of articles and press releases;
• Adapt media material to different audiences (donors, local partners, etc.).

Coordination tasks

• Participate in the weekly staff meetings;
• Coordinate with the Headquarters (communication team and fundraising team);
• Liaising with communication offices of stakeholders and partners (Red Cross, IOM, donors, etc.).

Capacity Building tasks

• Support organisation and running of training/capacity building sessions for local partners;
• Support on-going learning and training sessions for the staff of GVC Burkina Faso (e.g. brown bag sessions, etc.).

Communication and Awareness on EU Aid Volunteers Initiative

The EU Aid Volunteer shall:

• Promote local volunteerism in disaster risk reduction, prevention and response;
• Promote the participation of GVC in relevant volunteering-related networks and events (e.g. national platform, UNV, France Volontaires, etc.);
• Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promote partnerships and collaboration between local and European organizations;
• Draft and publish articles describing volunteer's experience in the field;
• Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
• In coordination with the NGOs partner of the project, organize and carry out a public awareness activity once back in Europe.

Other

• The EU Aid Volunteer shall perform other duties, as required.

No apprenticeship is foreseen for this position.

Required competences

Studies:

  • Degree in communication, political science and related studies;
  • Specific media & communication studies desired;

Languages:

  • Fluent in French both written and spoken;
  • Good knowledge of English;
  • Knowledge of Italian is an asset;

Skills:

  • Excellent knowledge and good general knowledge of the full Office suite;
  • Team working;
  • Intercultural awareness and respectful attitude towards other customs and traditions;
  • Good interpersonal, team working skills and ability to work independently;

Experiences

  • Previous experience in organizing events/trainings;
  • Previous experience in developing countries is preferred;
  • Professional experience in similar activities (communications office, digital marketing, publishing activities) of at least 2 years;
  • Prior volunteer experience is an asset.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence starting from March 2019;
• Pre-deployment induction in GVC HQ, in Bologna, starting from May 2019;
• Deployment starting from June 2019.

Candidates must satisfy the requirements set out in Regulation (EU) No 375/2014 of the European Parliament and of the Council of 3 April 2014 establishing the European Voluntary Humanitarian Aid Corps ("EU Aid Volunteers initiative"), which include having a minimum age of 18 years old and being a citizen of EU or a third country national who is a long-term resident in an EU Member State.

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Hosting Organization:
• The Hosting Organization for the present deployment is GVC Burkina Faso;

Length of Deployment:
• 12 months;

Deployment duty station:
• Ouagadougou, Burkina Faso, with missions in the field;

Conditions of service during deployment:
• A monthly Subsistence Lump Sum (572,10 Euro per month) intends to cover basic needs and local transport;
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen;
• Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization;
• The working calendar will be corresponding to the agenda and system established in the field;
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment;

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;

On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months;
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months;

Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.

• Submission of applications: from 01/12/18 to 15/01/2019;
• Shortlisting and interviews of the candidates: from 16/01/2019 to 20/02/2019.

In case of changes of the dates, the candidates will be notified.

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 20/02/2019. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• PLEASE NOTE THAT MORE THAN ONE CANDIDATE PER POSITION WILL ATTEND THE TRAINING;
• THE FINAL DECISION ABOUT THE CANDIDATE TO BE DEPLOYED WILL BE TAKEN JUST BY SENDING AND HOSTING ORGANIZATION AFTER THE TRAINING.

Post-deployment activities
After the end of the deployment, the EU Aid Volunteer will have a final debriefing and will take part to the final activities of the project, that will be communicated during the pre-deployment induction.
