Action Against Hunger (Spain) and GVC (Italy) are International Non-Governmental Organisations that have joined their expertise in managing humanitarian actions worldwide and are now implementing the project “Strengthening the resilience and response capacity of vulnerable and disaster-affected communities through the deployment of EU Aid Volunteers”.

The project will seek to directly strengthen resilience and response capacity of vulnerable and disaster-affected communities through the deployment of 19 trained EU Aid Volunteers in 10 countries: Guatemala, Nicaragua, Bolivia, Colombia, Peru, Georgia, Burkina Faso, Senegal, Thailand and Cambodia. This main objective will be achieved through the deployment of EU Aid Volunteers and capacity-building activities to strengthen decision-making processes based on the Regional Pastoral Surveillance System (SO1), as well as to strengthen good practices and lessons learned about disaster risk management and resilience practices in vulnerable communities (SO2), and to strengthen humanitarian skills and capacities of a great range of humanitarian actors around contingency planning processes and coordination mechanisms (SO3). These specific objectives will be complemented by activities with the purpose to ensure adequate support to the EU Aid Volunteers and the quality of the entire implementation process (SO4) and finally oriented to guarantee the best coordination mechanisms between EU and in-country partners (SO5).


11 hosting organisations will be involved in the development of the project, involving 19 EU Aid Volunteers: 5 Senior Volunteers (more than 5 years of professional experience) and 14 Junior Volunteers (less than 5 years of professional experience) in the 10 countries targeted by the project. Through their volunteering deployments, EU Aid Volunteers will support the sharing of good practices and lessons learned about disaster risk management and resilience in vulnerable communities and help to boost and strengthen the humanitarian skills and capacities of a range of humanitarian actors.

Humanitarian Context

Out of the twenty least developed countries of the Human Development Index (HDI), ten are in West Africa. Some 353 million people living in the region are confronted to large-scale extreme poverty, uncontrolled demographic growth, rising insecurity, conflict and resulting displacement, fragility, the impact of climate change, epidemics and, subsequently, clearly growing humanitarian needs. There is a sustained level of extreme vulnerability, and approximately 16.4 million people are in immediate need of humanitarian assistance.
Burkina Faso ranks 185/188 on the HDI (Human Development Report 2016 – UNDP). The overall INFORM Risk Index in 2017 is 5.5/10 (Hazard and exposure 4.4/10; Vulnerability is 6.1/10; Lack of Coping Capacity 6.2). The INFORM Crisis Index for Burkina Faso is decreasing to 1/3 in 2017, resulting from a Conflict Intensity score of 0/3, an Uprooted People index of 0/3 and a People Affected by Natural Disasters index of 1/3 ( Burkina Faso has a total population of 18.1 million people, with half of the Burkinabe population living in extreme poverty with little access to health and basic services. Structural food insecurity is exacerbated by high food prices and the recurrent indebtedness of vulnerable families ( During the lean season, 1.7 million people are estimated to be under stress and 257 000 in a situation of food crisis.

Security conditions
GVC Italia has drafted the guidelines on security measures along with the security and evacuation plan and the local operational manual for all local offices, in accordance with the local political situation. The local operational manual for Burkina Faso was drafted with the support of the GVC Burkina Faso staff, taking into account the specific risks in order to develop a plan and procedures for safety, health and evacuation appropriate for the staff and for the EU Aid Volunteers.
With regard to the political and social context, Burkina Faso can be globally qualified as a safe country without any particular risks for expatriate staff and local staff, including EU Aid Volunteers, except some areas in the Mali and Niger border. Throughout the year 2017 the security situation in Burkina Faso has been calm and currently is not particularly critical, except in the border areas near Mali and Niger. The coordination office of GVC Burkina Faso is located in the capital Ouagadougou and the living conditions of the staff are good and appropriate, this is monitored constantly by the Country Representative.
The country is at risk of yellow fever, for which vaccination is mandatory before travelling to Burkina Faso. There is no other specific risk with regard to health; prevention measures for malaria and other diseases are highly recommended (basic prevention measures, analyzed during information sessions with the staff and the EU Aid Volunteers before their arrival in the country).

Technical tasks

• Contributing to the creation of materials to be published on the website and on the social media
• Planning the production of web and social media contents
• Promote awareness campaigns and collection of funds
• Manage and enrich the photo and video archive of GVC Burkina Faso
• Writing of articles and press releases
• Adapt media material to different audiences (donors, local partners, etc.)

Coordination tasks

• Participate in the weekly staff meetings
• Coordinate with the Headquarter (communication team and fundraising team)

Capacity Building tasks

• Organize and implement training/capacity building sessions on the areas of work of the organisation for local partners
• Organize and implement training sessions for the staff of GVC Burkina Faso (e.g. brown bag sessions, etc.)

Communication and Awareness on EU Aid Volunteers Initiative

The EU Aid Volunteer shall:
a. Promote local volunteerism in disaster risk reduction, prevention and response;
b. Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
c. Promote partnerships and collaboration between local and European organizations;
d. Draft and publish articles describing volunteer's experience in the field;
e. Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
f. In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.


The EU Aid Volunteer shall perform other duties, as required

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence starting from mid-July 2018;
• Pre-deployment induction in GVC HQ, in Bologna, starting from September 2018;
• Deployment starting from mid-September 2018.

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

• The Hosting Organization for the present deployment is GVC Burkina Faso
Length of Deployment:
• 6 months
Deployment duty station:
• Ouagadougou, Burkina Faso, with missions to the field, when possible depending on the security situation
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (497,33 Euro per month) intends to cover basic needs and local transport.
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen
• Accommodation, Visa fees, insurance and airfares will be covered.
• The working calendar will be corresponding to the agenda and system established in the field.
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.

Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 07/05/2018 to 08/06/2018;
• Shortlisting and interviews of the candidates: from 09/06/2018 to 20/06/2018.

In case of changes of the dates, the candidates will be notified.

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 21/06/2018. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;

Date of training
Training will take place in mid-July 2018. Training sessions will be in English.

Pre-deployment preparation and induction
The pre-deployment induction is a compulsory activity for all the EU Aid Volunteers. It is foreseen at GVC HQ in Bologna before the departure. Two days of specific in-country induction are foreseen in Burkina Faso at her/his arrival.
Post-deployment activities
After the end of the deployment, the EU Aid Volunteer will have a final debriefing and will take part to the final activities of the project, that will be communicated during the pre-deployment induction.
