GVC (Italy), Alianza por la Solidaridad (Spain) and Acción contra el Hambre (Spain) are international non-governmental organizations having joined their expertise in management of humanitarian action worldwide and now implement the “EU Aid Volunteers strengthening the resilience and response capacity of vulnerable and disaster-affected communities in Middle East, Africa, Southern and Central America” project. The objective is adding value to Commission’s European Civil Protection and Humanitarian Aid Operations Department and other Humanitarian Operations with the support of 33 trained EU Aid Volunteers working within 19 hosting organizations in 12 Countries. 17 senior (more than 5 years of professional experience) and 16 junior (less than 5 years of professional experience) EU Aid Volunteers will be deployed in 12 countries (Bolivia, Burkina Faso, Burundi, Guatemala, Jordan, Lebanon, Mauritania, Mozambique, Nicaragua, Palestine, Peru, Tunisia). The project aims also at building the capacities of local organizations in hosting volunteers, preventing emergencies and being prepared in case of disaster. Tunisia’s Human Development Index value for 2016 is 0.721 positioning it at 96 out of 188 countries and territories.
Tunisia is located at the crossroads of Europe, the Middle East and Sub-Saharan Africa. This position lead to numerous waves of migrations and a big influence of neighboring countries. Despite the economic crisis, Tunisia was the only country of the Arab Spring that established a peaceful transition of power.
The main challenges of the country are:
• Reducing inequalities and improving access to basic social services: in connection with the economic crisis and unemployment, a growing number of vulnerable groups (especially younger people and women) is likely to fall into poverty with imitated access to basic social services;
• The response to the humanitarian crisis caused by the Libyan conflict: the Libyan crisis poses additional challenges to stability and development in Tunisia. In 2011 there has been a massive arrivals of refugees in Tunisia from the Libyan border. The refugees flow decreased during the following years for a number of reasons. In 2015 here was a significant drop in the number of refugees and asylum-seekers, from approximately 1,100 at the beginning of 2015 to 760 at year end, as most pending asylum applications were processed and Syrians moved onward to Europe. In 2015, some 940 individuals travelling in seven boats were rescued at sea; among them were 150 asylum-seekers.
• Preparedness and management of natural disasters capacity
The current situation on Libyan border and some events occurred in the recent years (avian flu or H1N1 outbreaks, locusts pilgrims flood 2003) revealed a new challenge for the country: strengthening disaster management capacity, including preparedness and recovery.

Security conditions

As in any transitions, insecurity and violence remain a latent problem in some urban centers and inside of the country, it must be added an increase in crime.The security situation remained unstable.

The volunteer will be hosted by GVC Tunisia, responsible of coordination and implementation of activities at national level. GVC Tunisia is active since 2011 both in humanitarian and development actions responding to the refugees and migration crises and supporting local communities in rural areas. Young people and women are the main target of the GVC Tunisia ongoing projects improving their resilience capacity and their participation in economic, social and political life.
The EU Aid Volunteer will be hosted by GVC Tunisia, responsible of coordination and implementation of activities at national level. The EU Aid Volunteer will also work in direct coordination with local implementing partners aiming to building local community resilience to disasters.

Under the direct supervision and mentoring of the GVC Country Representative person in Tunisia, the Volunteer will support the implementation of the GVC communication and advocacy strategy in the country.

Visibility and advocacy

The Volunteer shall proactively increase the positive visibility of GVC Tunisia’s activities and results both locally and in Europe; she/he will also run advocacy and awareness raising activities

Meetings and field visits

The Volunteer will participate to the team coordination meetings and to all relevant meetings with local stakeholders and partners; she/he will take part to relevant field visits

Editorial inputs

The Volunteer shall give editorial input and guidance for news and feature stories, op-eds, videos, statements, press materials; she/he will also draft reports and press releases

Communication and Awareness on EU Aid Volunteers Initiative

The EU Aid Volunteer shall:
a. Promote local volunteerism in disaster risk reduction, prevention and response;
b. Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
c. Promote partnerships and collaboration between local and European organizations;
d. Draft and publish articles describing volunteer's experience in the field;
e. Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
f. In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.


The EU Aid Volunteer shall perform other duties, as required.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence starting from mid-March 2019;
• Pre-deployment induction in GVC HQ, in Bologna, starting from May 2019;
• Deployment starting from June 2019.

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Length of Deployment:
• 6 months
Deployment duty station:
• Tunis, Tunisia, with missions in the field
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (277,38 Euro per month) intends to cover basic needs and local transport.
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen
• Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
• The working calendar will be corresponding to the agenda and system established in the field.
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 23/11/2018 to 24/12/2018;
• Shortlisting and interviews of the candidates: from 16/01/19 to 20/02/2019.

In case of changes of the dates, the candidates will be notified.

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 20/02/2019. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;

Date of training
Training will take place in mid-March 2019. Training sessions will be in English.

Pre-deployment preparation and induction
The pre-deployment induction is a compulsory activity for all the EU Aid Volunteers. It is foreseen at GVC HQ in Bologna before the departure, indicatively in May 2019. Two days of specific in-country induction are foreseen in Tunisia at her/his arrival.
Post-deployment activities
After the end of the deployment, the EU Aid Volunteer will have a final debriefing and will take part to the final activities of the project, that will be communicated during the pre-deployment induction.
