b) Development: to extend the ISS survey to all injuries, including intentional injuries
c) Promotion: to expand the ISS survey to as many old and new Member Stares as possible.

Ad a) The suboptimal data quality in terms of inter-MS comparability and MS-representativity is causing severe problems of data interpretation. Proposed counter measures are the full implementation and maintenance of the ISS Quality Management Manual (IPP 2000) and Training Session (IPP 2002), including a standardized EU-Injury Model (IPP 1999 and 2000) for incidence rate calculation and reporting. The assessable objective is to have the ISS Quality Management System implemented in all participating MS for the 2005 data collection, yielding valid and widely comparable injury incidence rates an meta data in a standard reporting format.
Ad b) The limited scope of the ISS injury definition - for historical reasons the ISS data collection is currently restricted to Home and Leisure Accidents (HLA) – leaves out chances for a cost-efficient data supply for cross-sectoral injury prevention, for intentional injuries in particular.
Proposed counter measure and assessable objective is the evaluation and implementation of the already available ‘All Injuries ISS Coding Manual` (IPP 2002 ; which is compatible to the ICE-Classification of Injuries ICE-CI) in all participating MS for the 2005 data collection.

Ad c) As a consequence of challenge 1 and 2, but also because of the cutting of funds for national ISS/EHLASS data collection, ISS participation has declined in 2002. Proposed counter measures are an enforced support of ISS National Data Administrators through a special ISS Network and an increased production of regular ISS results (in close cooperation with the Injury Working Party Secretariat). In analogy to cancer registration we propose the establishment of an European Network of Injury Registries (ENIR) as a forum and means of ISS promotion throughout Europe. The assessable objective is to have all old and new MS in the ISS Network in 2004 and to have the majority of current MS and at least three new MS report ISS-data in 2005.

The overall aim of the MINDFUL project is to improve the status of mental health information within the European Union. Based on previous work conducted in this field, the project aims at widening the scope of the mental health monitoring systems to cover - not only mental ill-health - but also positive mental health and mental health promotion and prevention, which have been rather neglected until now. In view of this goal, the outcome of this work is a comprehensive forward-looking system which endorses sound and sensible policy-making based on reliable and comparable information (in cooperation with relevant organisations for example Eurostat, OECD, WHO, and national institutions). The specific objectives of MINDFUL, which encompasses the co-ordinating project and 6 partnership projects, are to fine-tune the readily available indicators with the goal of harmonising their utilisation throughout the Member States. An analysis of the determinants of mental health and mental ill-health to be performed; an investigation into the mental health monitoring systems in the new Member States to be carried out; a system for monitoring the impact of policies and programmes promoting mental health to be developed. MINDFUL includes training and monitoring for effective mental health promotion and a system for monitoring service utilisation data. Furthermore, it entails development of the current survey and reporting methods with regard to mental health. Taken together, the independent partnership projects of MINDFUL are intended to support each other with the specific aim of building up a truly comprehensive system that takes into account various aspects of the mental health field feasible within the European Union context.
