HAI Europe contributes to European Union (EU) policy that promotes universal and equitable access to affordable needed medicines of assured quality and policy and practice that ensures those medicines are used rationally. HAI Europe’s work plan 2015-2017 is dedicated to identify, monitor and support EU policies that provide a response to persistent shortfalls in access to medicines and that are aligned with HAI’s overarching goals on Access to Needed Medicines, Rational Use of Medicines and Democratisation of Medicines Policy in Europe. HAI will work towards these goals through research, evidence-based policy analysis and intervention, training and information sharing. As a result, HAI will advocate for citizen-centred public health policies that address health challenges in the EU and health inequity both within and between EU member states. HAI Europe’s multi-annual programme addresses the objectives of the Third Health Programme and contributes to EU added-value by supporting medicines policies that have the potential to maximise the impact of policy intervention at a regional level, and thereby contributes to better and safer healthcare for EU citizens. HAI Europe is a non-profit, independent NGO and maintains a membership network of consumers, healthcare providers, academics and public interest groups working on pharmaceutical policy issues in Europe. The growing European regional network is represented in over half of EU Member States. The HAI Europe office coordinates actions with the HAI Europe Members Association, and integrates its work in collaboration with other European civil society organisations.

Health Action International’s (HAI) work in Europe aims at contributing to EU policy that promotes universal and equitable access to affordable medicines for needed treatment. HAI also supports policy and practice that ensures those medicines respond to societal challenges, are acceptably safe, appropriately prescribed and used. Through its European network, we bring independent patient and consumer voice in decisions that will affect their health whilst advocating for high levels of transparency, accountability and impartiality in all aspects of EU medicines policy. HAI’s European work plan 2016 is dedicated to identify, monitor and support EU policies that provide a response to persistent shortfalls in access to needed medicines and that are aligned with HAI’s overarching goals on Access to Needed Medicines, Rational Use of Medicines and Democratisation of Medicines Policy projects. HAI will work towards these goals through evidence-based policy analysis and intervention, training and information sharing. The proposal is an answer of the Executive Committee of the EURIPID Collaboration to the call “Statistical data for medicinal product pricing” of the EC, DG Sanco, operated by the CHAFEA. EURIPID is a joint undertaking of currently 24 EU Member States, EEA and candidate countries to operate an online database for medicinal products prices and related information. The proposal’s main objective is to achieve a better coordination at the EU level in order to facilitate the control by the Member States of public budgets for medicinal products (e.g. external reference pricing, ERP) and to avoid/mitigate possible negative impacts on patient access to medicines.

To attain this objective the proposal identifies the following specific objectives: 1) optimisation of the dataset and layout of the existing EURIPID database and website, 2) providing the necessary information related to medicinal product pricing in a standardised web-based format and 3) developing a Guidance Document (an operational policy paper) on a coordinated approach of national competent authorities regarding the use of ERP to avoid/mitigate negative impact for patient access to medicines.

The expected outcomes of the proposed activity are: 1) an optimised dataset and lay-out in EURIPID database, 2) continuous information provision for the national authorities in a sustainable way to improve their understanding and use of ERP and 3) a Guidance Document that could serve as a technical reference document for countries using ERP.
The national competent authorities in Europe and stakeholders as e.g. represented in the Platform on Access to Medicines in Europe will be invited to jointly reach the objectives.
The proposal was approved by the Board of Participants of EURIPID Collaboration. The broad support of the national authorities, the experienced project team and the proven technical platform of EURIPID which is operational since 2010 is a solid and reliable basis to successfully achieve these objectives.

This Joint Action aims to enable coordinated pharmacovigilance operations in the EU network, making best use of worksharing and resources. A key aim is to help lower-resourced Member States develop skills and capacity in pharmacovigilance network to benefit citizens in their territory and the whole network. The Joint Action will help ensure a consistent approach across all member states for collecting information on adverse drug reactions; identifying safety issues; communicating risk and assessing risk minimisation measures all within the operation a standardised quality management system. This will benefit medicines safety monitoring and communications outputs and thereby help to safeguard public health.
