In line with the last Communication on combating HIV/AIDS in the European Union and neighbouring countries (2009-2013) the overall objective of this project is to carry out and promote combined and targeted prevention complemented by a meaningful surveillance among MSM. In other words, the aim is to develop capacity building and know how through both training and on-site coaching under the active supervision and in collaboration with UNAIDS and WHO on: a) prevention needs assessment and prevention actions; b) innovative surveillance methodologies for hard to reach populations like MSM (time location sampling, respondent driven sampling, HIV and STI testing). The project, thanks to the participation of UNAIDS and WHO, will be implemented in both EU and neighbouring countries using the same methodologies (Protocols, UNGASS/ECDC indicators, epidemiological algorithms) and prevention strategies.

The project`s general objective was to promote the sexual and reproductive health (SRH) of persons living with HIV (PLWH) and to prevent further transmission of HIV to their sexual partners by addressing health determinants that contribute to adopting healthy sexual lifestyles. The project aimed at preventing transmission of HIV and other STIs from PLWH to their sexual partners by - improving current strategies of secondary prevention targeting PLWH; - supporting PLWH in adopting safer sex practices; - empowering PLWH to take informed choices about fertility issues (such as family planning and contraception), pregnancy-related issues and sexual problems related to HIV. The general objectives was seen as a contribution to further increasing the quality of life of PLWH. In addition, improving secondary prevention also significantly enhanced primary prevention efforts and thus curb the spread of HIV and other STIs in Europe.

The overall objective of the conference is to challenge and change the continuously increasing trends of HIV and other STIs among MSM. Innovative and evidence based methods are needed and the preventive interventions and programmes have to be scaled up to reduce transmission. The conference will also add to the ongoing development of Second Generation Surveillance.
The aim of the conference is limited to the European; the problem is not primarily lack of competence but rather deficiencies in the dissemination and sharing of existing experience or knowledge. Therefore the target participants are those working within the European Union and neighbouring eastern countries.
