The EU Drugs Strategy aims to create a balanced approach to supply, demand and harm reduction strategies. The project’s aim is to help support EU cities develop local, partnership based drug policies involving the relevant stakeholders – local authorities, health services criminal justice services, communities, including visible minority ones, and drug service users – so that a coordinated, participative, targeted, and thus resource effective approach can be developed towards drug-related problems.

The Elisad gateway project aims to further develop and implement the methodological framework and web-based technologies in order to improve cross-European data transfer in the field of alcohol, drugs and addictions. The overall project objective is to successively develop and update a quality-revised web portal to drug- and addiction-related websites which is able to provide both: a subject-oriented retrieval system, and information about the content and publisher of each included site within an online catalogue.
After completion of the 2002-2003 work programe, the online catalogue available at www.elisad.uni-bremen.de offers searching and thematic browsing in 12 subjects. It includes recorded information, published and catalogued by 88% from Western EU countries, indicating the problems to access information especially from Central and Eastern Europe only weakly represented within 12% of the registered web resources on AOD.

5 general objectives:
1. To stop the alarming pace of HIV/ Aids and tuberculosis spread in the Baltic Sea region.
2. To mobilise the combined competence of staff in schools of public health to attack the health threats and social and medical conditions associated with HIV/ Aids.
3. To develop a critical mass of public health experts able to approach in an efficient and systematic way to the control of communicable diseases and other serious health threats that affect European Union citizens.
4. To promote the transfer of internationally gained public health experience into the Baltic region, particularly for having effective HIV/ Aids strategies in place.
5. To have public health leadership in place by educational programs based on sound principles and theories worked out in collaborative efforts among the partner institutions.

The ENCAP project overall objective is to prevent the transmission of HIV and other infections in high-risk group and bridging population in project area. Whereas project purpose is to develop and strengthen specially targeted network of LTCs for HIV/AIDS prevention among IDUs and bridging population in the project area by addressing issues of awareness on HIV and other infections and decreasing risk behaviour of target groups.

The specific project objective is to strengthen and develop the specially targeted networking for HIV/AIDS prevention among IDUs and bringing population in the Project Area.
