The general aim of the project was to develop and exchange solutions to handle specific issues relating to the vulnerability of mobile and migrant populations, with a specific focus on young people to HIV/AIDS.

More specifically, the objectives of the project was: - to collect and disseminate in-depth information, including epidemiological developments, regarding mobile populations in the European Member States and the applicant countries;
- to stimulate collaboration and networking between European Member States and applicant countries on the issue of (young) migrants;
- to stimulate links and collaboration between governmental and non-governmental organisations in the area of migration and youth at the national and the European level, with a focus on active involvement of the respective populations/communities;
- to assess and document best practice with respect to prevention, care and support in Europe in the field of HIV/AIDS and migrant, mobile & young people;
- to continue developing new approaches in regard to effective HIV/AIDS prevention, care and support, concerning migrant, mobile and young populations;
- to provide health professionals in the field of migration and youth with the opportunity of skills building and exchange of knowledge and expertise;
- to operate a helpdesk and make information and consultancy available to a wide network of professionals in the field and to policy makers at the national and the European level.


The aim of PEER-Drive Clean! is to sensitize youths and young adults between 18 and 24 years old to the dangers of alcohol and drug use and to achieve a modification of the eventual high risk drug use of the target group at an early stage. Peer-Drive Clean! will make clear to the youths and young adults the incompatibility of alcohol/drug use and the road use with the help of creative messages. PEER-Drive Clean! takes advantage of the young person’s high motivation for driving. The target group should be convinced through face-to-face actions of PEER educators to abandon the consume of intoxicating substances while driving a motorized vehicle. These personal communication actions will be designed in such a way that the target group will be personally reached through an orientation towards personal experiences. The message will be: Zero tolerance on alcohol - "Drive Clean!" The Programme PEER-Drive Clean! will include the setting up of an European discussion forum about the existing prevention offers for young people with the priority "alcohol, drugs and road use", using the peer education approach as well. In this forum, information will come together about how serious the problem of "alcohol and drugs in connection with road use" in the model regions is and which preventive approaches are currently being used. The project partners will exchange existing prevention approaches and their experience about which methods and procedures have proved to be successful in the drug use prevention and traffic education. The positive experiences that have been collected through the "PEER-Projekt an Fahrschulen" (PEER project in driving schools) in Germany will be useful for the model regions. In these regions, multidisciplinary networking between agents of health promotion, drug use prevention, traffic, protection of young people and police will be encouraged. Through PEER-Education- Actions the youths and the young adults (driver learners and beginners) will be educated about risk situations, backgrounds of accident causes and the problem of alcohol/drugs in connection with road use. The target group will be encouraged to analyze the own way of dealing with the problem of drugs and eventually to modify it. The setting up of PEER-Education-projects will be documented and evaluated. It is expected that the PEER-Drive Clean! actions will offer new insight about effective messages for the drug prevention strategies for young persons. The programme will identify Best-Practice-approaches for the prevention work with young persons with different lifestyles.


The strategic objectives of this project include a regular monitoring of the web in respect of novel recreational drugs and prompt implementation of a technical database on novel recreational psychoactive compounds/combinations, with the resulting data being made available to the European Monitoring Centre for Drugs and Drug Addiction’s (EMCDDA) early warning system for possible dissemination to selected health professionals and health agencies.


1-To improve field work interventions: improving and standardizing existing interventions reducing synthetic drugs related harm, facilitating their transferability and implementation.
2- To adapt responses to partygoers mobility: increasing harm reduction behaviors among tourist partygoers and reducing crisis situations in recreational settings.
3-To develop innovative responses adapted to youth cultures: developing individual harm reduction strategies through the use of interactive technology tools and emerging media.
4-To develop community empowerment: improving health settings and reducing harm related through community empowerment among European night clubs and events, implementing "Party+" labels within EU cities or regions and involving big summer festivals organizers in harm reduction responses.
5-To implement new projects and to enlarge the network: initiating and supporting emerging projects reducing synthetic drugs related harm in nightlife settings.
6-To improve the rapidity and quality of field responses in relation with new trends, new substances and adulterants.


Main objective: To promote local and integrated responses to the drug consumption phenomena.
- To create a network of transfer of know-how gathering cities and NGOs (create a network of transfer of know-how and information based on a partnership between the European networks of the civil society and a pilot network of European cities. This network established the conditions of a sustainable development remaining at the end of the project);
- To involve the concerned actors (initiate and/or reinforce at the local level the involvement of the concerned actors in the design and the implementation of the responses. This objective was to develop starting from the resources and specific know-how of the European networks of the civil society);
- To implement local coalitions (establish local coalitions in recipients cities by a system of twinning with pilot cities, the pilot cities supporting the recipients cities).

