This is the third year of a 3-year FPA. This year we propose to continue the work described in the FPA, disseminating good health care practices through our SCOPE online training programme, our SCOPE Schools and our SCOPE scholarship scheme. We will continue and expand our information activities using interactive maps and freely downloadable graphics showing obesity prevalence and trends, inequalities, co-morbidities, costs, upstream drivers, national policies and community interventions.

Variations on the original FPA proposals are (i) no further translation of the SCOPE online modules (English, French, Portuguese and Spanish are now available, German is not being requested); (ii) extending the SCOPE scholarship programme to encourage participation by health professionals in lower-income Member States; (iii) increasing the number of freely available downloadable graphics in minority languages to provide at least 30 graphics in each of the 24 working languages of the EU; (iv) increasing the number of community interventions mapped to at least 140 across the region; (v) extending the Atlas and Country Record Cards to provide longer Country Reports for each Member State.
Start date: 01/01/2017 - End date: 31/12/2017

The proposal continues the programme of work to reduce the burden of obesity in society, through improved medical services, better information on trends and causes, and strengthened policies for obesity prevention. To achieve this we will promote high standards of training for European health professionals treating people with obesity, using online courses and face-to-face training schools. We will strengthen the provision of information on the trends in obesity prevalence and the causes and impacts of obesity, including disparities in health and health determinants, by providing country reports, interactive maps and down-loadable graphics. Lastly, we will develop a European Obesity Observatory to include a pan-European data-base on prevention activities, a series of Policy Briefing papers, and a Policy Repository providing tools and services for policy makers.

This is the second year of a proposed 4-year Framework Partnership Agreement (FPA). It builds on the actions under a previous Framework Partnership Agreement, OBTAINS-E, supported by the 3rd Health Programme. OBTAINS-E is the acronym for OBesity Training And Information Services in Europe.

The OBTAINS-E2 programme contributes to the EU 3rd Health Programme and its priorities for preventing disease and supporting healthy lifestyles, reducing health inequalities, promoting cross-border medical expertise (including rare causes of obesity), and supporting evidence-based and cost-effective prevention and health promotion activities. OBTAINS-E2 will support access to best-practice weight management services for all citizens, along with high quality information available to all, with a special focus on inequalities and the development of policies to tackle obesity across the region.

In 2019, OBTAINS-E2 will focus on:

(i) the dissemination of good health care practices for obesity treatment and weight management through our SCOPE online training and professional development;

(ii) the maintenance and enhancement of European mapping and information services; and

(iii) the expansion of our support services for advocacy and policy dissemination, including the building of a Policy Repository as part of a new European Obesity Observatory.
