The general objective of this action is to strengthen an integrated strategy and sustainable mechanisms at EU level for safeguarding the health of travelers and crew of passenger and cargo ships and preventing the cross-border spread of diseases, improving citizens` health security. Actions will focus on prevention, identification, assessment and link with existing mechanisms for response coordination to serious cross border threats to health caused by CBRN agents. Actions will facilitate the implementation of EU legislation: a) Decisions 2119/98/EC, 2000/57/EC, linking SHIPSAN communication platform with existing systems, b) Directive 2010/65/EU, by supporting EMSA to implement MDH, c) Directive 2009/13/EC, by developing an outline of a risk assessment tool for occupational health on ships, d) the IHR, by supporting core capacities Annex 1b by training, inspections, contingency planning guidance and IHR provisions for conveyances and conveyance operators including Ship Sanitation Certificates.

The overarching aim of the CIE Toolkit project is to facilitate the rapid and effective response to acute chemical incidents by providing a source of relevant material, in the form of a toolkit, along with a training manual enabling participating Member States to address specific training needs. The objective of the project is to reduce the burden of disease related to chemical emergencies through improved public health response.

The major objective of the project is to ensure an efficient, multi-sector, multi-stakeholder, coherent response at the EU-level to public health threats (PHT) in air transport (nota bene: PHT is defined as threats from communicable and non-communicable diseases as well as from physical, chemical and biological sources and deliberate release acts):

(1) by creating a functioning AIRSAN NETWORK of national public health (PHA) and civil aviation authorities (CAA), local PHA at location of airports, airport management responsible for public health events and airlines across EU Member States (MS)
(around 10 airports and a minimum of 8 major European airlines across at least 8 MS)
and
(2) by reviewing existing, developing and testing new standard operating procedures (SOPs) and guidelines on control of PHT in air transport to be implemented across the AIRSAN NETWORK. An AIRSAN WEBSITE linked to an AIRSAN COMMUNICATION PLATFORM will serve for information gathering and information exchange. An AIRSAN TRAINING TOOL will be developed to support countries with implementation of SOPs and IHR.

The objective of this proposal is to consolidate, strengthen and test the outputs from previous European Commission (EC) Executive Agency for Health and Consumers (EAHC) funded projects;- Alerting System for Chemical Health Threats (ASHT), Chemical and Radiological Inventory of Medical Countermeasures(CARIMEC), Chemical and Radiation Risk Assessment Network(CARRA-Net), through consultation and exercises with end-users (i.e. Health Security Committee (HSC) Chemical, Biological, Radio-Nuclear (CBRN) working group) and multi-sectoral stakeholders at the European Union (EU) and Member State (MS) level. The network of risk-assessors/managers (initiated in CARRA-Net) will be further developed to operate in pilot mode during the project for activation during a transboundary chemical incident with potential public health implications.
