Achieving Comprehensive Coordination in ORgan Donation throughout the European Union [ACCORD]

Organ transplantation (OT) is a consolidated therapy from which thousands of patients benefit in the EU. However, important variations in activity exist between Member States (MS).

ACCORD intends to strengthen the full potential of MS in this field and to improve cooperation between them.

With this general aim, ACCORD is focused on three specific areas as follows:
1. Developing live donor registries and fostering international data sharing on live donation.
2. Increasing the availability of organs from deceased donors by strengthening the cooperation between intensive care units (ICUs) and donor transplant coordinators (DTCs).
3. Promoting exchange of best practices and consolidated expertise in organ donation and transplantation through twinnings experiences.

Finally, ACCORD, as a whole, will facilitate the consistent implementation of the Directive across the whole Union, provide MS with concrete assistance in meeting the objectives of the Action Plan and enhance cooperation between MS.

The objective is to establish a coordinated network between national
programmes existing in the participating European Member States in the field of organ
transplantation. It will coordinate the efforts of countries from Eastern and Western Europe, all having different approaches and programmes to tackle the issues of organ procurement and transplantation. A first step of benchmarking and analysis of the state of art in EU will be followed by the coordination of some selected joint activities. In countries in which organ transplantation is already a well established and organised activity, the identification of best possible strategies will have a positive effect on quality and coordination, whereas for those where some programmes are not yet fully developed we aim at the project serving as a catalyser of existing positive energies. The project will be of considerable value to countries in which Organ Transplantation is presently developing with a special attention to the communication issue that has proved to be of pivotal importance for overcoming organ shortage.

Our main aim is to enhance the organization of transplantation systems through the exchange of best practices, complementing Member State policies in this field through cross-border cooperation. One interest area for each challenge field of the Commission Action Plan(increasing organ availability, enhancing efficiency and accessibility of transplant systems, improving quality and safety) will be selected and best-practice transfer will be implemented through two actions, exchange visits and specific training. The interest areas may be: HB/NHB/living donation, traceability systems, quality assurance programs including audit systems, lifesaving organ programs and urgencies, evaluation of transplant outcomes. Full benefit will be drawn from previous or ongoing projects(ALLIANCEO,DOPKI,COORENOR)
Since even European Union countries with well-developed services show differences in some organ donation and transplantation activity, the expected outcome is that all participating countries will benefit from full knowledge of the donation and transplant systems that achieved the best results.
