EHMA`s aim is to improve the quality and build the capacity of health management across the European region. As EHMA`s statutes state: we seek to "improve health management and health policies through the development and exchange of both ideas and practices among academics, researchers, managers, clinicians, policy makers and consumers throughout Europe."

EHMA structures its vision under three areas: Quality and Equity in health and healthcare; Innovation in health management; and Sustainable Health Systems; underpinned in all three areas by Leadership.

> Quality and Equity: We want to see high quality healthcare and reduced health inequalities, led by outstanding managers, supported by appropriate policy frameworks and underpinned by the best available research.

> Innovation: We want to see innovative health management and research that thinks radically about service provision and public health for the good of all citizens.

> Sustainable health systems: We want to see health systems equipped to respond to current and future challenges in a way that safeguards health for all.

The overarching objective of the Joint Action (JA) on Health Technology Assessment (HTA), EUnetHTA Joint Action, including work on relative effectiveness assessment (REA) of pharmaceuticals is to put into practice an effective and sustainable HTA collaboration in Europe that brings added value at the European, national and regional level. The JA brings together 34 HTA agencies and institutional producers of HTA and assessments of pharmaceuticals in 24 EU and 1 EEA/EFTA country (as of November 2010). The JA facilitates solutions to overcome barriers to collaboration and facilitates national solutions to deliver context specific reporting of HTA results.

General objective:

This Joint Action will support the national activities needed to build the capacity for organizing Health Examination Surveys (HES) in 14 countries. The Partners will work in collaboration with the European Health Examination Survey Reference Centre (EHES RC) funded by a separate Tender. The aim is to plan and prepare for a full-scale HES in the 14 countries, and to pilot the fieldwork, data collection, assessment and reporting. The full-size HESs will provide comparable information on major chronic disease risk factors and disease prevalence.

Specific objectives:

1. To prepare national HES plans for the Partners of the Joint Action.
2. To prepare detailed sampling description for the piloting countries.
3. To complete the national HES pilot field work.
4. To transfer pilot survey data from Partner countries to the EHES RC and assessment of the data.
5. To share the national experience among the Partners.
6. To plan the reporting of the national results of the full-size HES, and report the results of the national pilot HES.
