• ENSP will support members in working towards influencing their respective Government to transpose the EU TPD into national laws, especially with a particular focus on countries falling behind and also advocating for MS to go beyond by adopting plain packaging:
o Tailored support for a selection of countries, with an action plan and the monitoring of progress;
o A joint campaign on plain packaging with ERS, targeting at the media and ENSP members and stakeholders;
• ENSP will support the national implementation of FCTC, and more particularly in the issue of “illicit trade” as well as “taxation” and “tobacco dependence treatment”:
o Data and insight collation with a survey amongst members and stakeholders;
o Advocacy campaign for the ratification of the Illcit Trade Protocol;
o Organisation of a capacity building event on selected topics, according to members’ needs and gaps, which aims at giving participants with practical steps and strategies to work nationally, by influencing decision makers.
o Information sharing on technical issues, including taxation and traceability, through presentations at international, national and regional events;
• ENSP plays a vital role of enabler by bringing its members and partners closer, facilitating the exchange of good practice and building their capacity.
o Organisation of ENSP annual network meetings, which will provide members and attendees with good practice, practical steps and networking opportunities, in order to progress in the work at national level.
o Organisation of a joint ERS-ENSP World No Tobacco Day event, which is a key campaign every year for the Tobacco Control Community. Set by WHO, the theme for 2017 is “Tobacco – a threat to development”, and allows advocates to raise the issue amongst their peers. ENSP will organise a two-part event, one in Athens on 26th May and one in Brussels on the actual day, 31st May.
o A joint ERS-ENSP advocacy action plan to tackle issues including Illicit Trade Protocol, Traceability and Excise Duty;
o Organisation of meetings with strategic partners for coordination;

• ENSP is committed in supporting those Member States that has no or dormant coalitions, in order to generate/regenerate tobacco control commitment and partnership at nation level:
o Organisation of meeting to coordinate tobacco control activities at national level. ENSP plays an important role in facilitating cooperation at national level, and it is proposed that it organises meetings amongst key players, with the objective of partnership work to progress tobacco control in the country. The selection of the countries will be made from internal insight as well as at members’ requests;
o Organisation of meetings in countries with strong member commitment to support issues that need to be highlighted at national level;
• In order support country-wide tobacco control, it offers also support visit for MS that would need for further support, including bringing key players together and recommendations for effective and efficient tobacco control programme:
o Organisation of a two-day visit by a range of selected experts (according to specific needs) to Members States that lag behind or struggle to implement FCTC and TPD. The selection of countries will be done following some desk research and WHO FCTC Secretariat.
• In order to keep the network active, ENSP is committed to ensure that any enquiry or request for support is immediately responded to and answers provided:
o Enquiries received by the Secretariat and dealt with either internally or shared with the whole network;

• ENSP has committed to deliver work package leadership and implementation within various EU joint projects, with a number of activities including the dissemination for TackSHS, SILNE-R and Tob-G and the coordination for EUREST PLUS and EPACTT 2:
o Leading on the dissemination of project progresses and research results;
o Coordinating of EU projects, with follow up on progress and administrative requirements;
o Participating in/organising of consortium meetings;
• ENSP is also committed to participate in the new EQUIPT 2 project application, for which it is leading a work package (Dissemination);

Information and communication by lead ENSP

• ENSP is committed to collate and share information through a number of channels including its website, newsletters, social media and its scientific journal:
o Update of the ENSP Website, with news articles and relevant information for members and stakeholders;
o Production of monthly newsletters;
o Direct communication with members and key players in tobacco control;
o Increased visibility for ENSP through active marketing (stall at conference, printed resources);
o Increased pro-active interaction with the media, with an event to recruit journalists;
o Promotion of the ENSP Scientific Journal (Tobacco Prevention and Cessation) through ENSP Website, newsletter, social media and face-to-face events;
• The Secretariat as well as Board Members always take the opportunity to present at various local, national and international events, including seminars, conferences and external meetings:
o Parallel session at ECToH 2017;
o Presentations at ERS events (Congress and Latin America working group launch)
o Presentation, co-chairing, co-organisation at ENSP members’ event (Romania, Italy, Spain or Switzerland)

• With the growth in activity, and therefore related administrative and logistical tasks, it is planned in 2007 to increase the capacity of the Secretariat by recruiting a new member of staff as well as ensuring further funding is available. Experts will also be consulted for new specific niche topics, such as traceability and taxation:
o Recruitment of a new Secretariat staff member (Administrative and Communication Assistant);
o Contracting of expert consultants on specific technical issues;
o Production of a 3-year organisational strategy, combined with a 3-year FPA application;
o Production of an external evaluation report, highlighting successes, challenges and recommendations.
• ENSP is always looking at increasing the number of its members, with a special focus on countries not yet represented:
o Active recruitment, by using Members for referral and as Ambassador for the Network;
o Focus on regions such as Western Europe and Scandinavian countries, in order to recruit strong potential members/coalitions;
• As an effective hub at European level, it is planned for it to coordinate various sub-networks, and more particularly those dealing with tobacco dependence treatment:
o Pro-actively invite partner universities to contribute to ENSP events, including the International conference in Athens, the Tobacco Endgame seminar and the Capacity building event.
o Coordination and support of sub-network, including the European Youth Advocacy Network and the European Network for Tobacco Dependence Treatment;
o Organisation of a European Global Bridges grantees progress meeting in Athens;
