Health investments in Structural Funds 2000-2006: learning lessons to inform regions in the 2007-2013 period [EUROREGIO III] [20081218] - Project
General objectives

EUREGIO III (EIII) supports the innovative approach of using Structural Funds for health. The general objective of the project is to extend the results of EUREGIO to identify & share best actions for the effective use of structural funds for health & help reduce health inequalities among EU regions. It is a key resource to help Member States, regional & local authorities and actors to develop, apply & implement Structural Funds (SF) projects for health gain.

Strategic relevance and contribution to the public health programme

EIII fulfils the priority action 3.3.2 of the Work Plan 2008 that aims at reducing health inequalities in the EU. Also, EIII addresses basic principles of “Together for Health” (e.g. Principle 2 “Health is the Greatest Wealth”). By using SF for health, the EU principle of “Health in all Policies” reaches a new dimension that will systematically be pursued by EIII, covering all EU regions with a specific focus on new MS. In particular, EIII aids the implementation & assurance of DG SANCO, DG REGIO DG EMPL and DG ENTERPRISE policies.

Methods and means

The underlying method & structure for EIII follows the logic of the Policy Action Cycle: Assessment, Policy Development, Assurance and Evaluation (see 4.1 below). Related to this, EIII delivers expertise & intelligence through active dissemination. This includes: an inventory on best actions & lessons learned about health investments in the 2000-2006 period; an inventory of stakeholders, expertise and resources; a website and practical knowledge database; training workshops & online guidance; master classes; bilateral exchanges for experiential learning; a Reference Group to inform practical and effective learning opportunities and a bottom-up approach to shaping regional support needs.

Expected outcomes period

Overall, the intent is to make information available to regions, local authorities & other actors who potentially apply for & implement Structural Funds. Strategies & mechanisms are developed, piloted and evaluated to help improve the effectiveness of structural funds investment in reducing health inequalities & meeting Lisbon Agenda objectives.
