Policy Impact Assessment of Public Health Reporting [PIA - PHR] [2004109] - Project
General objectives

Health reporting is a major issue within the European Union. However, a clear methodology which successfully reaches the relevant target groups has yet to be developed.The EU project Evaluation of National and Regional Public Health Reports? (EVA PHR) clearly indicated a gap between the needs and expectations of policy makers and the way current health reports represent information on health throughout the European Union. This project aims to build on these results by trying to understand the decision making processes of politicians, decision makers in administration and health services organisations, health professionals in the field and the information needs of different population groups. To accomplish this group interviews with various user groups in different countries to be conducted.

The project aims to find ways to enhance the impact of public health reporting on different audiences, particularly politicians and policy makers. Therefore it seeks to understand decision making process of different user groups on national, regional and local levels throughout Europe. The effectiveness of health reporting will be analysed and a methodology for further health reporting in the EU will be developed and provided to make existing information more effectively available.

Methods and means

The chosen method to collect information about decision making processes, needs, and used information sources to date is the conduction of group interviews. It has the advantage of making use of group dynamics to gain insights in much greater depth than face-to-face interviews. It is also a useful technique to examine what people think, how they think and why they think in that way. A difficulty could be recruiting the right participants, as it is particularly difficult to get a group of 8-10 politicians and/or policy makers together. Therefore additionally, in-depth interviews with this target group(s) are planned to achieve the objectives.

Expected outcomes period

Work package n° 1 - Instrument development (focus groups) The work package "Instrument development" is linked to the following objective: The project aims to find ways to enhance the impact of public health reporting on different audiences, particularly politicians and policy makers. Therefore it seeks to understand decision making processes of different user groups on national, regional and local levels throughout Europe. The effectiveness of health reporting will be analysed and a methodology for future health reporting in the EU will be developed and provided to make existing information more effectively available. Work package n° 2 - Conduction of focus groups This project will seek to build on the results of the former EU-project "Evaluation of National and Regional Public Health Reports" by trying to understand the decision making processes of politicians, decision makers in administration and health services organisations, health professionals in the field and the information needs of different population groups. To accomplish this, group interviews with various user groups in different countries will be conducted. The results shall enable public health professionals to tailor information transfer to the needs of each of the target groups. Work package n° 3 - Analysis of group interviews The work package "Analysis of focus groups" is linked to the following objective: The effectiveness of health reporting will be analysed and a methodology for future health reporting in the EU will be developed and provided to make existing information more effectively available. Work package n° 4 - Pilot to test application of methodology The pilot is run to test the application of the suggested methodology.Work package n°5 - Project meetings/European Conference The work package "Project meetings/European Conference" is linked to the following objective: During the course of the project regular meetings of the project partners will be held. This will be done not only to assess the progress of the project, but also to initiate processes refering the incorporation of new health reporting approaches in different European countries. Work package n° 6 - Final report/dissemination of results The work package "Final report/dissemination of results" is linked to the following objective : The results of the project will be published in form of contributions to congresses (e.g. EUPHA) or journal articles (European Journal of Public Health). The final report will be published in English language as a book in the scientific series of the lögd. Work package n°7 - Co-ordination of project The workpackage "Co-ordination of project" is linked to all objectives.
