Welcome to APPEL

APPEL is the application for electronic exchange of information between DG ECHO and its partners (Non Governmental Organisations - NGO, International Organisations - IO, United Nations - UN).

APPEL has several functions:
  • It gives existing DG ECHO partners the opportunity to update their administrative data necessary for the management of agreements;
  • It allows the periodically transmission of operational and financial information;
  • It allows the submission of electronic proposals;
  • It also gives organisations, who are not yet partners, the opportunity to apply.

In order to be able to connect to APPEL, you will first need to create an ECAS account. Each user of your organisation must create his/her own ECAS account. An ECAS account is thus personal and consists of a single identifier (username, password). ECAS allows the use of the same personal identifier for all European Commission information systems which are protected by the ECAS system.
  1. : if you do not have an ECAS identifier yet, you will need first to register as an ECAS user by clicking on the link below "Register in ECAS".
    1. If you must answer the question "Where Are You From?", please select "Neither an institution nor a European body".
    2. When you are redirected to the page of the European Commission Authentication Service (ECAS), click on the tab "Sign Up". You must be a user of the external domain. The domain is visible at the top of the page: "Is the selected domain correct? External Change it".
    3. If a domain other than External is indicated, click on "Change it" and select "Neither an institution nor a European body". (Go back to point b.)
    4. You must fill in all the required information and provide your business e-mail address. This e-mail address should not refer to a functional mailbox used by several people of your organisation at the same time; this e-mail address must be an address which has been personally assigned to you by your organisation.
    5. After that, a request for confirmation of your registration will be sent by email and you will have to reply to it within a limited period of time which does not exceed a few minutes.

  2. : if you already have an ECAS identifier (that you either created for connecting to APPEL or that you created for connecting to another European Commission information system such as PADOR), please use this identifier (username, password) to connect to APPEL by clicking on the link below "Connect to APPEL".
